Evidence versus Lobbyists

Eric Novack on The Healthcare Blog comments on a recent article from the New York Times about chronic care management programs with the following statement:

The vaunted 'evidence based' approach plays no role (and will always be second fiddle to the bureaucrat-controlled world of 'healthcare-by-lobbyist).

So what do you think? Does this apply to us as well. Is Dr. Novack wrong?
